o%2C%20Ross%20%26%20Heineman%2C%20so%20I%20had%20a%20chance%20then%20to%20see%20his%20exceptional%20abilities%2C%20his%20skill%2C%20and%20I%27m%20delighted%20that%20he%20is%20continuing%20to%20contribute%20to%20the%20country%27s%20service%20in%20the%20way%20that%20he%20is%20in%20his%20efforts%20with%20this%20project.When%20I%20gave%20the%20speech%20on%20responsible%20stakeholders%20last%20September%20that%20Fred%20was%20kind%20enough%20to%20mention%2C%20I%20made%20a%20point%20that%20in%20addition%20to%20my%20comments%20about%20the%20relationship%2C%20it%20was%20very%20important%20for%20Americans%20who%20are%20interested%20in%20the%20Sino-American%20relationship%20to%20play%20a%20more%20active%20role%20in%20getting%20out%20information%20and%20perspectives.%20So%20in%20that%20sense%2C%20I%20want%20to%20thank%20all%20of%20you%20who%20were%20involved%20with%20this%20for%20taking%20up%20that%20suggestion%20and%20producing%20what%20I%20think%20is%20a%20very%20fine%20project.I%20know%20this%20is%20an%20independent%20report%20and%20that%20means%20I%20may%20not%20necessarily%20concur%20with%20all%20recommendations%2C%20but%20I%27ve%20had%20a%20chance%20to%20look%20at%20it%20at%20a%20couple%20different%20stages%2C%20and%20I%20believe%20it%27s%20a%20very%20concise%20and%20useful%20framework%20for%20thinking%20about%20the%20relationship%20and%20describing%20things%20and%20indeed%20highlighting%20the%20key%20challenges%20that%20we%27ll%20be%20facing%20this%20week%20with%20the%20summit%20meeting.%0AFred%20suggested%20that%20I%20offer%20the%20context%20for%20the%20book%20by%20saying%20a%20few%20words%20about%20the%20preparations%20for%20the%20meeting%20of%20the%20two%20presidents%20this%20week%2C%20and%20perhaps%20the%20starting%20reference%20point%20is%20that%20for%20many%20of%20you%20who%20have%20been%20involved%20with%20summitry%20over%20the%20course%20of%20the%20Cold%20War%2C%20I%27d%20suggest%20that%20one%20needs%20to%20view%20this%20session%20very%20differently.%20And%20it%27s%20different%20in%20part%20because%20the%20summitry%20has%20to%20operate%20at%20two%20different%20levels%2C%20although%2C%20of%20course%2C%20they%27re%20interconnected.%20And%20one%20of%20the%20things%20that%20I%20liked%20about%20the%20book%20is%20I%20think%20the%20book%20recognizes%20this.First%2C%20China%20and%20the%20United%20States%20have%20major%20issues%20of%20interest%20to%20discuss%20globally.%20We%27re%20two%20major%20powers.%20China%2C%20of%20course%2C%20is%20well%20recognized%20as%20a%20rising%20power%2C%20but%20what%20I%20think%20is%20also%20important%20to%20recognize%20is%20that%20the%20United%20States%2C%20although%20it%27s%20the%20greatest%20power%20in%20the%20world%2C%20is%20not%20a%20status%20quo%20power.%20We%27re%20also%20a%20power%20that%20is%20promoting%20change%20in%20the%20international%20system.%20So%20you%27ve%20got%20two%20very%20dynamic%20players%20in%20the%20global%20system%20meeting%20at%20the%20highest%20level.But%20second%EF%BC%8Dand%20I%20think%20this%20is%20equally%20important%EF%BC%8Dis%20that%20both%20China%20and%20the%20United%20States%20have%20domestic%20considerations%20that%20affect%20how%20we%20interact%20with%20one%20another%20on%20these%20global%20and%20regional%20relations.%20And%20these%20conditions%20are%20reflected%20in%20the%20increasing%20degree%20of%20integration%20between%20our%20two%20countries.Now%2C%20the%20speech%20that%20I%20gave%20before%20the%20National%20Council%20on%20US-China%20relations%20last%20September%20reflected%20this%20duality%20because%20I%20was%20trying%20to%20speak%20to%20both%20Chinese%20and%20US%20audiences%2C%20and%20I%27m%20pleased%20that%20some%20outside%20the%20two%20countries%20also%20took%20an%20interest.%20I%20was%20trying%20to%20point%20out%20that%2C%20as%20we%20step%20back%20from%20a%20US%20perspective%20and%20looked%20at%20this%20relationship%2C%20one%20could%20recognize%20it%20had%20been%20the%20policy%20of%20some%20seven%20administrations%20over%2030%20years%20to%20try%20to%20integrate%20China%20into%20the%20international%20system.%20And%20I%20was%20one%20of%20the%20people%20that%20was%20proud%20to%20be%20a%20part%20of%20that%2C%20including%20playing%20the%20role%20picking%20up%20from%20the%20Clinton%20administration%20and%20finishing%20the%20accession%20of%20China%20and%20Taiwan%20into%20the%20World%20Trade%20Organization%20%28WTO%29.But%20if%20you%20consider%20the%20world%20of%20today%20and%20you%20look%20at%20China%27s%20effect%20in%20the%20international%20marketplace%2C%20whether%20it%20be%20on%20capital%20markets%20or%20currency%20or%20commodity%20markets%20or%20counterfeiting%2C%20you%20have%20to%20recognize%20China%20has%20been%20integrated.%20That%20goal%20has%20been%20accomplished.%20So%20now%20the%20question%20is%20%22integrated%20for%20what%20purpose%3F%22%20And%20that%27s%20the%20context%20in%20which%20I%20suggested%20that%20it%20was%20important%20to%20try%20to%20work%20with%20China%20to%20become%20a%20responsible%20stakeholder%20in%20this%20international%20system%20of%20systems.%0AAnd%20I%20was%20trying%20to%20define%20the%20notion%20of%20stakeholder%20as%20being%20one%20that%20required%20an%20interaction%20that%20went%20beyond%20pure%20national%20interest%20but%20recognized%20how%20one%20develops%20a%20national%20interest%20in%20the%20strength%20of%20the%20international%20system.%20And%20since%20our%20Chinese%20friends%20often%20like%20to%20look%20at%20things%20in%20a%20historical%20perspective%2C%20one%20point%20that%20I%27ve%20made%20is%20that%20if%20you%20look%20at%20the%20course%20of%20the%2019th%20and%2020th%20century%20for%20China%2C%20it%20wasn%27t%20really%20too%20good%20of%20a%20period%20except%20for%20the%20last%2020%20years%2C%20and%20over%20the%20course%20of%20the%20last%2020%20years%2C%20China%20has%20benefited%20enormously.%20This%20is%2C%20in%20part%2C%20through%20its%20own%20hard%20work%20and%20the%20efforts%20of%20its%20own%20people%2C%20but%20it%20wouldn%27t%20have%20been%20able%20to%20do%20so%20if%20it%20weren%27t%20part%20of%20the%20international%20system%20that%20the%20United%20States%20and%20others%20created%20after%20World%20War%20II%20and%20sustained.%20So%20we%20have%20a%20common%20interest%20in%20that%20system.%20The%20US-China%20summit%20is%20not%20simply%20about%20bilateral%20issues%2C%20but%20also%20it%20concerns%20US-China%20in%20the%20world%20as%20a%20whole.Now%2C%20let%20me%20start%20perhaps%20from%20a%20slightly%20different%20perspective%20and%20offer%20a%20few%20words%20on%20how%20China%20might%20look%20at%20the%20context%20of%20this%20visit.%20As%20I%20know%20we%20have%20many%20China%20scholars%20in%20the%20room%20but%20some%20that%20are%20of%20a%20more%20generalist%20nature%2C%20it%27s%20important%20to%20recognize%20that%20China%20has%20just%20finished%20the%20National%20Party%20Congress%2C%20it%27s%20produced%20the%2011th%20Five-Year%20%28what%20is%20now%20called%29%20Program%2C%20which%20used%20to%20be%20Five-Year%20Plan.%20That%20term%20in%20itself%20reflects%20a%20change%20in%20the%20Chinese%20approach.%20The%20Chinese%20leaders%20are%20very%20much%20focused%20on%20economic%20development%2C%20which%20is%20a%20huge%20challenge%2C%20as%20the%20book%20details%2C%20and%20they%27re%20seeking%20a%20benign%20external%20environment%20in%20which%20to%20pursue%20their%20internal%20development.But%2C%20of%20course%2C%20they%20recognize%20that%20China%27s%20growth%20leads%20to%20greater%20influence%2C%20and%20so%20part%20of%20China%27s%20goal%20is%20to%20convey%20the%20idea%20of%20a%20peaceful%20development%2C%20which%20of%20course%20is%20a%20slight%20editing%20of%20the%20earlier%20phrase%20of%20peaceful%20rise%2C%20which%20some%20in%20China%20thought%20was%20perhaps%20still%20too%20aggressive%20sounding%2C%20and%20so%20instead%20they%20focused%20on%20the%20notion%20of%20development.China%20wants%20to%20emphasize%EF%BC%8Dvery%20much%20in%20contrast%20with%20the%20experience%20of%20the%20Soviet%20Union%EF%BC%8Dthat%20it%20is%20not%20challenging%20the%20international%20system%3B%20indeed%2C%20it%20is%20trying%20to%20embrace%20it%2C%20and%20it%20wants%20to%20work%20with%20the%20United%20States%20and%20others%20to%20try%20to%20calm%20anxieties.%20But%20at%20the%20same%20time%2C%20the%20Chinese%20want%20and%20expect%20respect.%20They%20are%20very%20sensitive%20to%20their%20own%20historical%20experience%2C%20including%20intrusions%20on%20sovereignty.%20So%20you%20have%20a%20country%20that%2C%20at%20the%20same%20time%20it%20is%20moving%20at%20a%20very%20fast%20pace%20into%20the%20international%20system%2C%20has%20the%20sensitivities%20that%20you%20even%20see%20in%20the%20United%20States%20or%20Western%20Europe%20or%20other%20economies%20about%20intrusions%20of%20this%20international%20system%20on%20its%20sovereignty.%0AAnd%20indeed%2C%20if%20you%20take%20a%20look%20at%20the%20new%20Five-Year%20Program%2C%20the%2011th%20program%2C%20it%20reflects%20the%20elements%20of%20this%20balance.%20It%27s%20an%20effort%20to%20try%20to%20move%20from%20export-led%20growth%20increasingly%20to%20domestic%20consumption%20and%20demand%20to%20try%20to%20deal%20with%20the%20fast-rising%20set%20of%20imbalances.%20And%20as%20many%20of%20you%20know%2C%20China%27s%20current%20account%20surplus%2C%20its%20global%20current%20account%20surplus%2C%20has%20now%20risen%20over%207%20percent.%20That%27s%20a%20relatively%20recent%20phenomenon.%20China%20is%20trying%20to%20adjust%20the%20balance%20of%20savings%2C%20consumption%2C%20and%20investment%2C%20in%20part%20through%20domestic%20programs%20that%20should%20reduce%20the%20public%27s%20need%20to%20have%20a%20high%20savings%20rate%20because%20today%2C%20whether%20it%27s%20an%20issue%20of%20savings%20for%20education%20or%20healthcare%20or%20one%27s%20retirement%2C%20there%20really%20aren%27t%20programs%20to%20try%20to%20offer%20those%20services.%20So%20again%2C%20this%20is%20a%20process%20by%20which%20China%27s%20own%20internal%20development%20is%20connected%20to%20what%20it%20thinks%20is%20important%20for%20its%20international%20posture.It%27s%20true%20in%20the%20area%20of%20energy%20development%20and%20also%20the%20environmental%20implications.%20It%27s%20true%20in%20the%20area%20of%20trying%20to%20develop%20higher%20value-added%20services%20connected%20to%20a%20knowledge%20economy%2C%20which%2C%20of%20course%2C%20are%20connected%20to%20intellectual%20property%20rights.%20But%20one%20also%20needs%20to%20recognize%20that%20China%20is%20very%20cautious%20about%20these%20adjustments%20even%20though%20the%20society%20is%20changing%20at%20a%20fast%20pace.%20If%20you%20consider%20the%20challenges%20of%20development%20in%20China%2C%20those%20between%20the%20coastal%20and%20the%20internal%20provinces%2C%20those%20between%20the%20rural%20and%20the%20urban%20areas%2C%20those%20between%20Beijing%20and%20the%20provincial%20development%2C%20and%20many%20others%2C%20you%20can%20understand%20that%20the%20Chinese%20leaders%20wake%20up%20in%20the%20morning%20with%20a%20pretty%20hefty%20set%20of%20problems%20to%20cope%20with%2C%20and%20they%27re%20worried%20about%20missteps.%20They%20want%20us%20and%20the%20rest%20of%20the%20world%20to%20recognize%20that%20while%20they%27ve%20increased%20income%20significantly%2C%20it%27s%20still%20a%20developing%20country%3B%20there%20are%20still%20hundreds%20and%20hundreds%20of%20millions%20of%20people%20that%20are%20very%20poor.And%20there%27s%20a%20very%20strong%20sensitivity%20in%20China%20about%20the%20danger%20of%20upheavals%2C%20and%20this%20again%20is%20how%20the%20leadership%20has%20a%20strong%20sense%20of%20historical%20experience.%20Here%20I%27m%20not%20only%20talking%20about%20the%20upheavals%20of%20the%20early%2020th%20century%2C%20but%20I%20always%20find%20it%20useful%20to%20keep%20in%20mind%20that%20the%20people%20with%20whom%20I%27m%20talking%20in%20China%20lived%20through%20the%20Cultural%20Revolution%2C%20and%20this%20was%20not%20just%20a%20question%20of%20a%20slightly%20different%20experience%20for%20a%20few%20months.%20This%20was%20an%20upheaval%20in%20life%2C%20and%20the%20leaders%20are%20very%20sensitive%20about%20anything%20that%20could%20return%20to%20any%20similar%20disruption%20because%20they%20saw%20what%20a%20tremendous%20effect%20it%20could%20have%20on%20their%20society.%20People%20are%20worried%20about%20rural%20unrest%20%EF%BC%8Dyou%27ve%20seen%20the%20reports%20about%20the%20tens%20of%20thousands%20of%20incidents%20that%20have%20increased%EF%BC%8Dand%20how%20this%20is%20connected%20to%20the%20provincial-center%20relations.And%20underneath%20all%20this%2C%20there%27s%20another%20fundamental%20challenge%2C%20which%20is%20that%20the%20legitimacy%20of%20the%20political%20system%20rests%20on%20economic%20performance%20and%20nationalism%2C%20and%20the%20Communist%20Party%20itself%20is%20having%20to%20determine%20what%20role%20it%20will%20have%20in%20this%20new%20order.%0ANow%20let%20me%20turn%20to%20the%20US%20domestic%20perspective.%20Part%20of%20our%20issue%20with%20China%2C%20of%20course%2C%20is%20part%20of%20our%20larger%20adjustment%20to%20globalization%20from%20what%20is%20a%20relatively%20open%20society.%20And%20so%2C%20unlike%20some%2C%20we%27re%20going%20to%20be%20more%20subject%20to%20these%20changes%20because%20it%27s%20been%20part%20of%20our%20success%2C%20but%20it%20also%20requires%20our%20own%20adjustments.%20So%20understandably%20in%20our%20domestic%20look%20at%20China%2C%20there%27s%20a%20focus%20on%20economic%20concerns%20but%20also%20human%20rights%20and%20values%20of%20this%20new%20rising%20power.%20As%20I%20and%20my%20colleagues%20have%20told%20the%20Chinese%2C%20we%20need%20to%20demonstrate%20to%20the%20US%20public%20that%20the%20economic%20relationship%20with%20China%20offers%20a%20fair%20two-way%20street%2C%20that%20there%20are%20mutual%20opportunities%20and%20benefits.For%20many%20years%2C%20the%20effort%20of%20many%20of%20you%20and%20others%20who%20are%20involved%20with%20this%20issue%20was%20focused%20on%20the%20question%20of%20China%20and%20Taiwan%27s%20accession%20to%20the%20WTO.%20That%20was%20accomplished%20in%202001%2C%20and%20so%20part%20of%20what%20we%27re%20dealing%20with%20now%20is%20the%20next%20institutional%20phase%20that%20goes%20beyond%20China%27s%20accession.%20US%20exports%2C%20as%20the%20book%20has%20talked%20about%2C%20have%20boomed%2C%20but%20so%20have%20our%20imports.%20If%20you%20look%20at%20the%20agricultural%20sector%2C%20some%20services%2C%20some%20value-added%20manufacturing%2C%20certainly%20investment%2C%20you%20see%20a%20boom%20in%20possibilities.%20And%20if%20you%20compare%20this%20with%20the%20growth%20of%20overall%20exports%2C%20there%20are%20great%20opportunities%20in%20China%2C%20although%20one%20recognizes%20those%20percentage%20numbers%20come%20from%20a%20relatively%20small%20base.But%20I%20think%20there%27s%20a%20larger%20issue%20here%2C%20which%20is%20our%20economic%20relationship%20with%20China%20reflects%20again%20the%20challenge%20that%20you%20see%20in%20global%20sourcing%20and%20investment.%20So%20as%20the%20book%20outlines%2C%20what%20you%20have%20as%20you%20look%20at%20our%20overall%20import%20pattern%20from%20Asia%2C%20is%20that%20a%20lot%20of%20the%20imports%20that%20might%20have%20come%20from%20other%20Asian%20countries%20are%20now%20coming%20from%20China%20because%20China%20is%20playing%20the%20role%20of%20assembly%20and%20value-added.%20And%20it%27s%20one%20of%20the%20reasons%20why%2C%20of%20course%2C%20you%20have%20large%20commodity%20increases%20as%20part%20of%20the%20Chinese%20development%20practice.Now%2C%20there%27s%20another%20part%20of%20this%20WTO%20relationship%EF%BC%8Dand%20it%27s%20one%20that%20I%20took%20a%20first%20step%20on%20when%20I%20was%20a%20US%20trade%20representative%20%28USTR%29%2C%20and%20my%20colleague%20Rob%20Portman%20has%20just%20taken%20one%20recently%EF%BC%8Dand%20that%20is%20how%20we%20can%20use%20the%20WTO%27s%20rules-based%20system%20to%20try%20to%20ensure%20a%20fair%20process.%20So%20recently%2C%20you%20saw%20that%20the%20United%20States%20and%20the%20European%20Union%20brought%20a%20case%20against%20China%20dealing%20with%20the%20auto%20parts%20regime.%20Similarly%2C%20during%20my%20tenure%2C%20we%20brought%20one%20dealing%20with%20the%20semiconductor%20industry%20and%20what%20we%20considered%20to%20be%20differential%20taxes%20that%20disadvantaged%20our%20exports.Sometimes%2C%20the%20Chinese%20react%20against%20these%20%5Bcases%5D%20and%20think%20that%20they%27re%20hostile%20acts.%20I%20see%20them%20as%20basically%20a%20part%20of%20the%20international%20rules-based%20system%2C%20and%20reflecting%20the%20fact%20that%20when%20you%20work%20with%20Chinese%20officials%2C%20often%20those%20who%20might%20be%20on%20the%20international%20trade%20side%20can%20handle%20an%20issue%20to%20a%20certain%20degree%2C%20but%20as%20they%20work%20with%20the%20established%20bureaucracies%2C%20they%27re%20going%20to%20run%20into%20resistance%2C%20and%20sometimes%20it%20needs%20these%20cases%20to%20push%20them%20further.%20For%20example%2C%20in%20the%20case%20we%20brought%20against%20semiconductors%2C%20it%20never%20was%20brought%20to%20the%20WTO%20system%20b
